Indiana broadband contracts move deployment plans closer to construction

Indiana’s broadband program has moved into provider contracting, bringing prospective construction work closer.

October 1, 2026

THE DEVELOPMENT

What happened

Indiana announced contracts with 24 internet providers covering more than $400 million through the federal Broadband Equity, Access and Deployment program, known as BEAD. The projects target 122,000 homes and businesses. Some construction is expected this fall, with completion planned by the end of 2030. These are deployment commitments, not completed connections.

PREMIA VIEW

What this means for operators and investors

For outside-plant engineering and construction firms, signed provider contracts offer a more useful starting point than statewide funding totals. The next step is identifying each provider’s design, permitting and contractor-selection schedule. A grant award should enter a contractor’s backlog only when that contractor has secured the work.

WHAT REMAINS UNCERTAIN

Individual project start dates, technology choices, subcontract awards and the timing of provider payments.

DECISION QUESTIONS

Three questions stakeholders should answer now.

  1. 01
Which awarded providers need engineering or construction partners?
  2. 02
Which projects have permits, matching funds and authorization to begin?
  3. 03
Can payment terms support the labor and materials required?

WHAT TO WATCH

What to watch next

Provider bid requests, construction authorizations and address-level deployment updates.
